Can a shoe repair shop fix a shoe chewed by a dog?

have some nice shoes but the heel tip is worn out (you can see the metal in the heel tip) . Its like 30$ to repair at shoe repair shop and I only paid 90$ so I think that’s abit unreasonable.

All heels without ankle straps slip up the back of my heel when I walk. I have tried lots of different styles of heels, shorter, taller, different shapes. It’s not that they are too big as I have one pair that are very tight. Yes, I have tried those heel guard/grip thingies - they don’t work in my situation. They slip whether I wear stockings or go bare and no, my feet are not sweaty or anything.

Can shoe repairers add ankle straps to a pair of heels and if so, does anyone know how much this would cost?

They are a pointed toe, so there is actually not a tremendous amount of space in the toe area when I have them on, but I am wondering if there is a way a shoe repair shop can take some of the pointed toe off to make them slightly smaller?
